Bulawayo city Council has decided not to rename the city roads according to the Mnangagwa Cabinet's wishes. On the 21November 2019 cabinet released a statement renaming roads across the country. There was an outburst from Bulawayo people on social media as they felt they were not consulted on the matter.
BCC said it took the move in line with the constitution particularly section 274 read with section 276 which establishes and confers authority on Urban Local Authorities to represent and manage the affairs of people in urban areas throughout Zimbabwe. A Local authority has the right to govern, on its own initiative, the local affairs of people within the area for which it has been established, and has all the powers necessary to do so. The cabinet had stated that 6th avenue be named Emmerson Dambudzo Mnangagwa street but the council has instead renamed George Avenue which is from Harare road to old Gwanda road Emmerson Mnangagwa street.
Other roads that have been renamed are : Leopold Takawira Avenue to King Mzilikazi road Nketa Drive to Queen Lozikheyi Dlodlo Drive Athlone Avenue to Simon Vengai Muzenda 23rd Avenue to Landa John Nkomo Road Lady Stanley Avenue to Mama Joanna Mafuyana Avenue Steeldale Road and Anthony Tylor Road to Albert Nxele Road Dunde Drive to Sikhanyiso Duke Ndlovu Drive Fife Street to Nikita Mangena Street Fort Street to Lookout Masuku Street Old Khami Road to Sydney Malunga Road Basch Street to Dumiso Dabengwa Road, Waverley Road to Jairos Jiri Road Fairbridge to Erick Bloch Way Hillside Road to Sir Garfield Todd Road Van Riebeck Road to Joseph Msika Drive Connaught Avenue to Cephas Cele Avenue Collenbrander Road to Daniel Madzimbamuto Road Manchester Road to George Nyandoro Road Vera Road to Naison Khutshwekhaya Ndlovu Road Doncaster Road to Maria Msika Road Birkenhead Road to Sikanjaya Muntanga Lobengula Street has been corrected to King Lobengula Street, together with Moffat Road in Hillside which has been corrected to Robert Moffat Drive and Leander Road in Hillside which is now Dr Leander Star Jameson andCoghlan Avenue which is now Charles Patrick Coghlan Avenue and Cecil Avenue which is now Cecil John Rhodes Avenue.
